New VNAS tools released

Anders Moen has kindly updated the VNAS oceanic tools!

• URI changed fra oca/new.vnas.net to https://www.oceanic.andersmoen.com/
• Access to ATC tools is automatic, as it looks for your connection to CZQX or EGGX (after you connect to vatsim, it may take up to 5 mins to update the data in my system. Also, when vatsim data is problematic, there will be issues with access, no way around that for now)
• Completely rewritten the whole thing, including websocket connections making the updates much more frequent
• Implemented CPDLC (and Telex) based on Hoppie. All messages in the compiler is from ICAO doc 4444, except the automatic handover and logoff messages under 'comms'
